YAML 1.2: "Example 6.22. Global Tag Prefix" defines sequence instead of scalar

Hi all,
The "Example 6.22. Global Tag Prefix" defines a sequence but the canonical
YAML defines a scalar.
Should the example be without "-":

%TAG !e! tag:example.com,2000:app/
---
!e!foo "bar"
