usage of 0x7F DEL

Hi all,
I would like to clarify the usage of 0x7F DEL character in YAML 1.2

https://github.com/yaml/yaml-spec/issues/351

I am afraid the spec has to be amended to either explictly keep as as an
exception
or to apply the general rule and accept all the C0 characters.
