 I belive tidy webpage provides documents. You can
visit tidy.sourceforge.net to find documentations.

 There is a project named ptidy, which aims at
providing HTML::Tidy module for perl, but it has not
released any files yet.

 Also, a guy has released some perl wrapper classes on
following url,but i have never used them.
