[OT]getting licence key for google-api

greetings to all,
has anyone recently tried getting the licence key for using google-api from api.google.com?
i have been trying this for a week and i get a server unavailable error.
i emailed the api team, they said cookies might not be set or the key might have been hijacked in-transit.
i am unable to get the key.
kindly help.
