How to set an env variable persisting user sessions/system reboot.

Hi All,

 

I wanted to set an environment variable which can survive user session even
the system reboot. 
To explain it more, let say I set an env variable MY_ENV_VAR = "SOME value".
Now I want to access this environment variable even if the linux user
changes his shell or logs off and login again even in case system reboots.

And this I want to do in a C/C++ program.

I want this for various distribution of Linux. Red Hat, Novell, SuSe etc 
I will greatly appreciate any pointers to achieve the same.
