I'm not clear on what you're asking here. Which exercise and which event?

If the question is whether the key signing is necessary to attend the 
ILUGD meeting, then it's not necessary at all. The key signing event is 
entirely optional and people who don't want to take part in it are free 
to ignore it.

If you're asking why you need to add the key to the keyring first to be 
part of the keysigning event: the goal is to ensure that everyone has 
access to all the IDs and fingerprints beforehand to save time during 
the event. Consider that in a "perfect" event with n participants, the 
number of verifications is n factorial. If we have even 5-6 people and 
each pair of people go off to verify each other's keys individually, the 
event will take significantly longer than half an hour and is very 
unlikely to go smoothly. This way each person gets their keys verified 
by everyone one at a time, and the total time taken is proportional to 
n. Then we can move on to the lightning talks and snacks and such and 
everyone will be happy.

Have I misunderstood the question?
