It looks very like that. I can boot from the rescue USB if I set to UEFI w/ legacy OPROM, secure boot off. When I try to boot normally with that setting, I get "Reboot and Select proper Boot device". With secure boot on, it tells me it can't find the disc. I've mounted the EFI/BOOT partition under the rescue system and it appears empty. Is this something grub-install might help with?
