Ubuntu installation

Has anyone managed to create a reliable and repeatable process for Ubuntu server installation from a local source that is fully automated and does not require Internet access? I have researched this painstakingly and got pretty far with an approach based on kickstart (plenty of RHEL/CentOS/Fedora experience here) and some preseeding, but I am completely stuck now. The problem is that I either cannot turn off updates which require an Internet connection, or that packages downloaded from the server iso or Ubuntu archive server "cannot be authenticated". It is well possible that at this point, package selection is the only remaining problem, I'm using %packages rather than preseeding for this bit. The distribution is 14.04.5 (corp requirement).
