[LIG] Password checking system.

Hello,

What control password checks in the absence of cracklib? If I disable
cracklib I am supposed to use any password that I want. But system refuses
to take password less than five characters? I have changed /etc/login.defs
but no help. I want to know password strength checking is part of shadow
package or there is some other file which control password strength checking
in the absence of cracklib?
