I logged on to my xubuntu setup and checked enabling scim on a new account and sure enough it did not work. Since it works for my account and I vaguely recollected the steps, I got it working. If you check my earlier mail, there are two symlinks in the ~/.xinput.d directory. I found that scim worked only when en_US was there and pointing to scim. I created that link, logged out, logged in and as expected ctrl+space brought scim in iceweasel. Can you try doing these steps and see if scim works for you?
