A reputable broadcast SMS provider (and careful, there are a lot of fly
by night sms spam companies in the business so please try not to pick
them) is always a better choice for this. Much more reliable and more
convenient when sending SMS that you regard as critical / important.

If you are simply doing this as an experiement / learning experience by
all means setup kannel. As for gsm modems, all you need is a nokia
smartphone connected over USB or bluetooth.
