wxpython for gui front end, psycopg for connecting to db, postgresql for the 
db and python2.3 for coding. You can use boa constructor as an ide or wxglade 
and idle

the only drawback is a lack of wxpython specific documentation, but if you 
look sideways at the wxwindows documentation (in C) you can figure out the 
python stuff. Or check out the wxpythondemo which gives you all the necessary 
samples.

it is truly cross platform (even runs on M$ - in so far as M$ can be 
considered a platform)
