[LIP] FAT File System creation time issue by changing timezone

Hi All,
        I need creation time of File in UTC , but FAT returns the localtime.
This is easy to convert localtime into UTC.
Is there any API by  which i can know that the target file resides on which
file system (FAT,EFS,NTFS etc). i need the apis for all operating systems
i.e Linux,Windows,Solaris etc.

Please also tell me from where i can get more information about time zones
and day light saving time.
