[LIP] mounting Root (/) as read only

Hi All,
I am trying to install turbo linux 8 (with 2.4.x kernels) in a IDE flash 
disk of size 1GB. I have three partitions, one for /boot and one for / and 
one for my confuguration data which will be written frequently.  File system 
is ext2

I want to have the /var and /tmp in tmpfs and to copy it in some other 
normal IDE disks.

But I want to load / and /boot as read only and whenever I want to do some 
configuration changes like network configuration I want to remount the / 
partition in read-write and after finishing the changes, again I want to 
remount the / as read only..

My questions are
1. Is it possible to have a filesystem configuration as said above
2. When I try to remount / it says always / is busy, the command I have used 
is
mount -n -o remount,ro / (but same stuff works for /boot). Is it impossible 
to remount root as ro when u r already logged in and in init level 3? (if 
you can how to do that?)
3. When I make the / as read only by adding error=remount-ro in the 
/etc/fstab, The inittab is giving errors. respawning too fast: disabled for 
5 minutes
INIT:Cannot execute "/sbin/getty"

Is there any links/pointers ? Basically my problem is This systen is not a 
fully embedded one, in which I can create a RAM disk image of the fixed 
things.
But here I have to allow user to change/modify network configuration like IP 
addresses at his will. So I dont want to follow RAM image and having / at 
ramdisk.
