[LIP] Elegant changelog generation in Emacs

Dear LIP,
                                                                                           
I am just learning about ChangeLogs in Emacs, and the C-x 4 a seems to
work fine. However, the default format adds only a date-based entry
and doesn't store the time at which the entry was made. I was
wondering whether someone who is using the system could tell me
whether there is a way to alter this behaviour with Emacs' existing
ChangeLog system, or whether some extra modification or an external
module is needed to achieve this.

Also, is there a general custom followed for ChangeLogs in the FOSS
world? From what I have seen of application ChangeLogs, they seem to
vary for most software.
