I tried both fuser and lsof.  But they will only list the details for the 
file that is currently being used when they are executed. But to my limited 
knowledge they cann't be used to wait for a file to be opened and list the 
process id which opened it.

I tried this as well but cant get what I wanted.

while ! lsof /path/to/file; do :;done
