Well, I have compiled both of these on HP-UX 11 and it is not different than 
following the instructions in INSTALL file.

In fact, you can get pre-built depot for HP-UX11. Forgot the URL but HP itself 
ships these tools..

But that makes me curious. What exactly you are trying to achieve by porting 
glibc to HP-UX.
