It is somewhat well known that even though the workflow of various departments across the states don't differ by much, they tend to have separate application silos. So, having 436 software applications (for a stretched definition of 'applications') isn't really too much. What would be far more interesting to try and see in that chart is how do states which are more 'IT-enabled' stack up in terms of gross number of applications vis-a-vis states which are not so enabled. > Does anybody know what exactly this means? There have been truckloads of papers, seminars and conclaves that have been held on the issue of using Open Source Software in e-Governance application workflows. Not many of them have been around the adoption of Open Source Software Development model for e-Governance and ICT4D.
