Have a look at the air interface speeds for BT 1.1 / 1.2 / 2.0 -
http://en.wikipedia.org/wiki/Bluetooth#Air_interface

Given that the standard BSNL gprs speeds won't be coming anywhere near
those limits for 1.1 and 1.2 interfaces, v2.x interface speeds is of
little relevance in your case.

In case you are using EVDO please clarify.

Signal strength has *everything* to do with the speed. Lower strength
== lower speeds.
