In that case, first step will be RFP (Request for Packaging)[1] (if
you want someone to work on it) or ITP (Intent to package)[2] request
as a bug (so, duplicate efforts can be avoided).

`reportbug` tool can be used to quickly file such requests. Once
requested, ITP, you can probably start work on Debian's Git repository
(salsa.debian.org) after getting access to it and ask for review. Some
Debian Developer or Maintainer can review the work and will be happily
upload the package if everything is OK.
