I've noticed that it's harder to buy a laptop without an OS.

Have you seen the website <http://www.linux-on-laptops.com/>? It seems to be a 
place where people share their experiences loading linux on various laptops; 
it's indexed by laptop brand/type, so when you've decided what you fancy buying, 
you can piggyback on someone else's experiences.
