Why not config OCLUG email lists to allow attachments ?

Is there any reason why OCLUG lists are not set to the mode where
attachments are allowed and then are stripped, with the link to the
archived ("scrubbed") attachment included in the outbound list message?
The attachments could be limited to standards-based formats.

This is all available with a few Mailman settings.

I know people on other lists I have set up have liked that mode of 
operation. No big emails spammed, but with the utility of attaching png 
scans, pdfs, ogg files, etc. that list subscribers can access if they 
want.
