Most TV sets and Monitors with Colour CRT will have a degaussing 
function which comes on for a few seconds when they power up. sometimes 
you hear a decending hum.

If needed that feature could be disabled to keep the power draw down. 
The Switching supply in the monitor will still have some inrush current 
until the voltage stabilises and the capacitors get to working charge.

I imagine that LCD displays also have a spike while they start up the 
florescent tubes behind the screen.  Only one I have here is in a laptop 
where the battery would buffer that current.
