OT: funding source?

A friend just sent me a link to information on the Eastern Ontario Development Fund (EODF), which has $80 million or so to help fund job creation and economic development projects in the region. Considering the Ottawa area is, or at least was, a major tech cluster, there should be opportunities in this, if only through companies and programs that pursue and get funding. Free software should be part of the mix, indirectly through services to those that get the funding, or with some sort of Centre of Excellence or the like, under the banner of technology leadership and advancing education. Could something be done in partnership with one of the colleges, especially in the smaller communities? Perhaps something with one of the First Nations? Failing that, I'm sure some of the employers of people on this list could use funds for projects. Just putting the idea out there for discussion, lest it be lost in obscurity and the chance pass us by. Thoughts, anyone?
