As far as I can tell CIRA manages the .CA domain namespace and not much else. While that is an important role if the .ca domain disappeared I doubt many Canadians would care as long as they could read their email and watch youtube. The greatest threat to the Internet in Canada is the severe restrictions that the CRTC has allowed Bell, Rogers, and the other incumbents to impose on all Internet users.
