I remember someone said there was alternative way instead refund windows license...

that means buy a linux pre-installed laptop?

+1 interested audience for this question,

The problem also happened to me 3 months ago when I need to buy a new
laptop; within 2 weeks searching linux in websites and in real shops
(Simlim/Funan/...) in sg, but in vain, HP/Dell only sell linux
computers in other countries (USA/...), but not in SG; then for my
emergency reason, I gave up,

An alternative way may be to buy any a computer (foreseably almost all
pre-installed windows), but decline that microsoft windows license,
then ask refund of the never used windows license, like what Harish
Pillay has done last November,
