You need a software that will switch the device to  modem mode.
like  USB_ModeSwitch,  http://www.draisberghof.de/usb_modeswitch.

after running that software,   then can  use software like kppp to dial 
in to starhub.

I have a Huawei E1550 usb modem. it works.
