Horribly might have been a strong word. But still, it's borked:
TCP hijacking, TCP-window DoS, SYN scan, etc.. etc..
Not to mention MTU problems (almost none left nowadays),
fragmentation, etc.. the worse is having ICMP to report TCP problem,
instead of having TCP reporting its own problems..
