Understanding mobile broadband charges, please help

I am looking at getting two mobile broadband subscriptions. Probably 1x2Mb/s
and 1x4Mb/s - one M1 and another Starhub.

mentions that:


   1. Certain MaxMobile Plans may be subject to a maximum cap on Charges.
   Such maximum cap shall include the prevailing monthly subscription Charges
   for such MaxMobile Plans and applies only to local data traffic. You will be
   charged the prevailing rates for data traffic used outside of Singapore.
   2. Certain MaxMobile Plans may be subject to unlimited data usage. Such
   unlimited data usage shall apply to local data traffic only. You will be
   charged the prevailing rates for data traffic used outside of Singapore.


So, do these people charge you for any traffic outside Singapore eg:
downloading linux DVD from AU or US ~4.4GB, could be a lot of money. I don't
use many resources "within" Singapore

If you are already using SH or M1, can you clarify how the billing is done?
