Mendelian genetics shows how the biological world changes, 
within genetic limits. But does not tell us anything about the 
prime origin of the biological world.. 

Without this "prime origin" there would be no "evolution".

No that would not be possible, because natural selection can only 
select from that which _ALREADY_ exists.
