Apple uses its own advertising platform to deliver these ads. 
And they're personalized to you based on your clicks.
Apple says they use your search history to provide those ads to you.
Apple says they use your download history to provide those ads to you.
Apple says they watch your reading habits in news and stocks for that.

You can view the ad targeting information apple uses and turn off
"personalized ads." However, turning off personalized ads does not reduce
the number of ads you see, only their relevance.

You can't turn ads off with ios because the ads come from apple.
