Widespread dissatisfaction with the politicians that presented 
themselves as appointed by Eru. Completely corrupt. They used a 
bunch of bullies far weaker than the Shire as a whole.

The hobbits only needed a spark. Once they had Merry and Pippin 
to rally around, the Shire rebelled overnight against Reagan and 
freed itself.

We have watched this game many times before. The people are 
pushed far too far and it just takes a spark. Unfortunately part 
of this game is the pain and sufferring and waste that have to 
accumulate.
