Just another article by a media source of 'their' investigation and 
finding that was known and revealed ~3 months ago by other 
sources(internal, listserver covering security related  issues and 
corrective action(fixes, workarounds, concerns) in the Enterprise arena).

Also of significance the supposed corrective action windowslatest 
suggests 'what you can do about it'.
  - Note: Highly doubtful the hacker(who deserved to be caught) was
  a. Using a Microsoft account
  b. Did not disable optional diagnostic data
  c. Did not disable Advertising ID

In fact, following Windowslatest preventive advice(and other sources 
suggesting the same) does not stop GUID tracking nor does it prevent the 
baseline connection(telemetry), ip.network footprints, reversion(updates 
and feature updates re-enabling previous disabled settings), nor other 
tweaks(disabling Location, Cloud content, registry edits, background 
tracking(inbound/outbound).
