Finally figured it out. Setting a reserved IP for a client's
MAC address makes it a "normal" WiFI network client. A host
connected via static IP outside the DHCP range is also quarantined.

The behavior kinda makes sense, since it prevents somebody from
surreptitiously connecting to the LAN and snooping around. The
frustrating thing is that the "feature" isn't recognizably called
out anywhere that I could find. Maybe it's considered common
knowledge, but it sure stumped me.
