It would be real embarrassing if New York tried and it worked. It is 
safer to prevent it.

Police are often used as overpriced social workers. If a couple are 
hitting each other, you need police to intervene. When they are calmed, 
a trained social worker can take the time and education to help them try 
to find a more peaceful way.

Enforcement can vary. Increase enforcement if businesses are sufferring, 
and lighten up to save money. CHP is available throughout the state and 
can enforce state laws everywhere. They are usually on highway patrol, 
but the state temporarily assigns them to work with police as need arises.
