It suddenly hit me there might be a reasonable parallel between the "Eternal September" and "open borders". Even if/when those pouring in are intelligent, behaviorally decent, and well-meaning (which of course is unlikely in this species...), too much change too quickly tends to overwhelm the coping skills people have slowly learned/evolved.
