I wouldn't call it a law.

More something that's long been known by many Usenetizens.

The more newsgroups that a message is posted to, the less likely it is 
to be on topic.

The rare exception to that is someone asking something like "I don't 
know where to post this, so I'm asking <here>, <here>, and <here>.  I've 
set followups to <here>." type thing.
