Texas does not deny needed abortions.

Of course, you might consider a desire for one to be a need.. but it isn't.

Indeed, if we actually applied that the federal government could use that 
clause to FORCE states into not allowing abortions unless medically 
necessary to save the life/health of the mother...

You wouldn't know that, because you interpret it to say what you want to say 
rather than reading it to comprehend what it actually says.
