Watt-hours. Required to keep water around the temperature on the first
column.

That is part of your answer, others are how long the water takes to cool 
down without drawing power when you lower the setting and warm up when you 
raise it. Your tradeoff is cost of standby power versus desired speed of 
response, possibly solvable with a timer switch.
