The Kill-A-Watt EZ version can convert electricity consumption since it was 
reset into cost per hour, day, week, month or year if you program it with 
the KWH billing rate. The estimate's accuracy improves with longer sampling 
time, especially for a load that cycles with an on/off thermostat, an hour 
or two at constant demand or steady temperature should be enough.

It can also show Watts, Amps, running time and total KWH with 10 Wh 
resolution.

It would be useful to record the KWH and time to heat 4l from cold and each 
lower setting, to compare to the temperature holding KWH values which you 
could confirm.

If the water heater doesn't have a pilot light that shows when it's heating 
the Watts reading will tell you when it has reached set temperature, and the 
KWH reading will give the energy required as long as you record it before 
the thermostat cycles On again.
