The public safety power shutdowns are to avoid starting fires in hot, windy weather. There's plenty of power. The problem is that PG&E returned all their profits to shareholders and forgot to maintain the equipment and lines, so their solution is to preemptively shut certain rural areas rather than fix their system. None of the affects any of the major population centers at all.
