Since Europe invented Gwobull Warbling.

The so called "Climate" agreements create a global energy
budget, expressed in terms of CO2. It then divides this
budget amongst nations on a per capita basis. So it's
actually quite easy for a nations fossil fuel production
to exceed it's budget.

I agree with you in that it doesn't make sense, but it is
what Europe is fighting for or, more accurately, ordering
the United States to fight for on their behalf.
