Is it legal/ok to download roms from

From what I gather, the two main devs have some kind of copyright split,
and Ian Bell has this site with basically every version of OG Elite 
ever made, readily available. However, it seems like David Braben
wants the game to be freeware, but also wanted Ian to take the 
game off his website?

I am not going to be able to buy
an Acorn Archimedes, or the PAL NES version or anything, but I 
also don't want to do anything illegal. There was supposedly
some kind of free version available on the frontier website,

but I cannot find it anymore. Unfortunate.
