    Changes since RC4:

    - Informix compiles on Win32/in ZTS mode now
    - Fixed ucfirst, ucwords, strtr WRT changing input parameters
    - Improved RFC 854-conformance of fopen-wrappers
    - Added default mssql ini-settings in php.ini-dist
    - Improved link order for IRIX in OCI8
    - Added ocifreecursor alias
    - Improved gc library detection
    - Added "--with-regex={php,system,apache}" option
    - Regex library upgraded to alpha3.8
