test 3.0.10 tarball and zip

The Windows build is missing php3_msql1.dll, php3_solid23.dll,
php3_oci80.dll, php3_db2.dll, and possibly something else I am
forgetting. I will release 3.0.10 for Windows without these unless
someone tells me where to get the required include files and
libraries.

The Windows build is also barely tested. I was happy enough to just
get it to compile.

Oh, the plan is to release 3.0.10 on Thursday, June 24, at 7pm GMT.
There will be at least 24 hours between the last test release and
the final release if I need to re-roll.
