when using strtoupper() it does not affect vowels with accents, such as
é, ó or í.
Reproduce code:

echo strtoupper('aeiou-áéíóú');
Expected result:
----------------
AEIOU-ÁÉÍÓÚ
Actual result:
--------------
AEIOU-áéíóú
------------------------------------------------------------------------
