Compile fails with:
ext/unicode/constants.c: In function
&#8216;php_register_property_constants&#8217;:
ext/unicode/constants.c:81: error: &#8216;UCHAR_POSIX_ALNUM&#8217;
undeclared 

The definition of it is in ICU's uchar.h hidden in #ifndef
U_HIDE_DRAFT_API



Expected result:
----------------
constants.c should check whether stable or draft ICU API is available
or just not rely on these constants. 
If it couldn't possibly work without draft API, configure should fail
instead.
