The fix for this bug has been committed.
Snapshots of the sources are packaged every three hours; this change

Still occurring with 7.0.14.
Using abs.exe in apache and simply hitting the wordpress index.php page 1000 times will often lead to one of these errors. Calling stream_get_wrappers() does not trigger it, but I haven't tried calling it 1000s of times. It does seem to be connected to that function though.

Interesting, the last two backtraces hint that something is related to stream_get_wrappers(), in particular when populating the return array, which seems to be called from a callback in a method.
Does a regular call to stream_get_wrappers() crash PHP?
