The versions [8.5.2](https://github.com/php/php-src/releases/tag/php-8.5.2) and [8.4.17](https://github.com/php/php-src/releases/tag/php-8.4.17) have been tagged but they don't have a release note on GitHub like [8.5.1](https://github.com/php/php-src/releases/tag/php-8.5.1) and [8.4.16](https://github.com/php/php-src/releases/tag/php-8.4.16).

Is it expected that some versions don't have a release note?
