### Description

The newest version of PHP available for download on https://windows.php.net/ is PHP 8.5.1.  As of this post the _newest_ version of PHP 8.5.x is 8.5.3 but https://windows.php.net/ is at almost two months out of date since PHP 8.5.2 was released [almost two months ago](https://www.php.net/archive/2026.php#2026-01-15-3)
